No welcome page

when i boot up i go straight to desktop, no welcome page for users to log on,
just straight to admin users personal settings. how do i fix this
 
Enter control userpasswords2 in the Start menu Run box and look at
the options there.

If John's advice doesn't work, it may be that you've 'worn out your
Welcome'.
