No warning when subject is blank (2003)

Is there a way of having the warning message show when you try to send an
email with a blank Subject field? This always happened on the last 4
versions!

All it takes is these few lines of VBA code in the built-in
ThisOutlookSession module:

Private Sub Application_ItemSend(ByVal Item as Object, Cancel as Boolean)
If Item.Subject = "" Then
MsgBox "You forgot the subject."
Cancel = True
End If
End Sub
