No Users to choose from on Windows LogOn Page

There are truly no users available on my laptop following a troubled shut
down. I found some help which allowed me to search for users and gives me
the option for changing passwords. The only problem is that there are no
users set up to change the password for. This makes sense as it shows no
users on my Log On page.

Is there a way to add a user account?

This is my Youth Soccer Programs Laptop which we use to register the kids
and the data for Soccer Works is only located on this drive. Please help if
you any suggestions.

it still asks for a password in safe mode (Administrator). There were never
any passwords created for this computer. Help
