No transport provider.....

When using Outlook2000, DSL, wireless router, and attglobal.net to send an email, at times I get a message "No transport provider was available for delivery to this recipient."
It happens randomly.
It happens to very small emails with no attachments. to files with attachments whether spreadsheets or pdf files.
What causes it and what would I do to prevent it?
AT&T is speechless about it.
