No Tool Bar - Blue Screen Error

I received a blue screen error, manually shut down my
computer and started it back up. I received a "log in"
request for the first time ever and then found an altered
desktop with NO TOOL BAR, including no START menu. I am
unable to open some PROGRAM FILES and INTERNET EXPLORER
opens only half the time. I'm not very computer
saavy...and working on a thesis.....thanks in advance.

You do have your important work backed up to at least 2 forms of media I
hope.
