no text in buttons, and check boxes

Hello every one,
I have some Dell Optiplex W2k boxes with SP4 and on some of them certain
applications do not display any text in buttons, check boxes, etc …
these application include Dr. Watson, Adobe Photoshop, and Oracle ADI.
Has anyone seen this before? Does any one have any suggestions? Some
users are local admins and some have restricted accounts. Uninstall and
reinstall does nothing.

Those applications may be hard-coded to use a font that doesn't exist on the
system?
