No Taskbar or Icons on Win 2000 server desktop

I have a Win 2000 server machine that boots fine, but
there is no Taskbar and none of the desktop Icons appear
on the wallpaper (shortcuts or programs). The mouse
appears and moves freely, but will not input commands,
neither "right" nor "left" click. Only Ctrl-Alt-Del will
come up on screen and has to be used to "shut down" the
system or open some applications. I have done a repair for
windows but the problems remains. many applications are
unable to run like:the explorer.exe,the DOS command and
some other *.exe files. i just want to mention that
taskbar and icons on desktop appear when i start Windows
in the safe mode. however some services cannot run in this
mode.Has this system a virus or what? It is a 1 yr old HP,
Pen III, 1G Ram. Can anyone assist in the problem?
please if you have any idea to resolve this

explorer could be corrupted... when explorer crashes there
is not taskbar, start menu or icons that load.

Sounds like it could be a virus. Suggest you back it all
up from Safe Mode and reinstall Windows (after
reformatting your hard drive of course)
