No start bar

Whenever I start my computer, the start bar is missing
and I can't get it back, and since I can't use the start
bar, I cannot go to system restore to go back a few days.
I even tried the ctrl+esc technique but had no progress.
I HONESTLY NEED HELP ON THIS TOPIC!

PS
I also don't have any sound! The only sound I've heard
since last night (when the problem started) was my modem,
which isn't even a sound, just... the modem. I can play
games and open programs, everything works correctly but I
have no sound or start bar. Man, I never realized how
depressing not having sound is... no simlish on The Sims
Superstar, no awesome music or marines yelling funny
sayings on Halo, no more anything. Just imagine being in
my position... I feel like I'm going crazy! This problem
is just too much to live through. HELP!!!!!

I will update this problem as I discover more of what it
causes.
