1) (Obvious) ensure the vga cable connection is correct & firm
2) Try a different monitor to determine if it's the PC or monitor
3) If this is a laptop, there is a keyboard combination to allow/disallow
output to monitor - check your docs or see mfg website
4) contact your hardware mfg for troubleshooting
5) if you don't even get the turn on splash screen with the PC or
motherboard brand on screen, then it's not an operating system problem.
Would not change of you were using XP, DOS, or Linux. You'll need to look at
it from a hardware perspective and deal with hardware support.
