no shut down

any idea why windows will not shut down. i click on start
menu then select shut down and it will only restart, does
not shut off
 
which version of windows are u using.

win98SE as a supplement disk you can download.

2000Pro, usually as something in mem which will not
terminate.
 
There was a known issue with Media Player 9.x; try uninstalling it and
see if the problem returns.
