No shut down option in Vista start menu

hi

in vista's start menu, the arrow beside the lock only gives 3 options:
switch user, log off and lock. why is there no shut down or sleep/hibernate
option here? i need to log off to reach a shut down option.
can i get a shut down option to appear when i click on the arrow?

Perhaps your user is not an administrator and your profile setting on your
user group disallows shutdown. You can doublecheck this by going to Control
Panel/Administrative Tools/Local Security Policy. Under Local Policies you
should have a few options, one of which is the Shut down the system. Check
to make sure your security group is there. If you created a new group, you
will probably need to add it. The login screen will have shutdown because
you just have to type the administrator or a login with sufficient rights
and click shutdown. They did it this way so that an admin would not need to
login to the machine just to shut the machine down.

another option also is if you have a program called tweakVI that tweaking
program might prevent you from seeing that option
