no shut down on st

When I click start and then shut
down from the start menu, all I
can click is "Logoff user" where
user is my logon. If I press ok
to logoff, it restarts and shows the
logon prompt. what gives?
 
Since no one else posted a response, I'll let you know
what I found out. Since my laptop is connected to a
server via LAN, the administrator can change the sttings
to not allow other users to power off their PC. Not sure
why. Anyway they did it accidentally.
