"no server on port 80" message

It appears that my files have been corrupted. When I try
to open my Front Page web I get the message "no server on
port 80".

Is there a download available or a way to fix this problem?

I get this message from several different servers and find it usually goes
away if I wait a while and then try again later.

The fact that it happens on several different servers leads me to believe it
is not entirely aa server issue..
