NO save settings on exit anymore

for some reason lately in IE6 under WINXP home, i haven't been able to keep my settings (as far as the way the window looks). For instance my toolbar is all jacked up with extra icons I dont want. I have to reset it the way i like then i lock the toolbars. but when i close IE then reopen it looks like it did before, same all messed up
please help! thanks in advance
