No "RunAs" option

I am trying to perform administrative tasks in a limited account with XP Pro, and can't find the RunAs option. I've checked Local Security Policy, and the secondary logon service is running. When I'm in the limited account, I used explorer to check the program I want to run, held down shift and right clicked the icon as suggested in Help, but no RunAs option is listed. Any suggestions would be appreciated
