no recipient in sent item

We are on Exchange 2003 with Outlook 2003 SP3.

Some sent items do not have a recipient in the to field when using the Sent
Items view.

Is this a known issue? Suggestions please.

Perhaps the recipients were all specified in the Bcc field.
 
One of my users is also having a similar problem to Shastri, but is using
OL2003 SP2 on E2K3.

The affected user is definitely putting the recipient address into the To
field and not the BCC field.
