No Properties shown

I've got a strange problem - Win2k Pro - up to date with most current

When I right click on a folder, and choose Properties - - - nothing
happens - -

any ideas how I can troubleshoot this one?
 
Update - the weird thing is that I had a problem viewing anything using IIS
also - so I did a manual IISRESET - and not only did IIS work fine, but all
the instances I tried brining up the properties for directories all popped
up at once - -
This is getting weirder by the day...

To use IIS - I must do an IISReset each time I boot the computer also, now.

Any ideas?
