No Power Option Schemes

My power options wouldn't perform standby, shut down
drives or hibernate. I tried to create a new scheme and
save it, but I got the conflicting revision error message.
The knowledge base suggested deleting the current schemes
as a fix. So I deleting the two schemes, laptop and home,
and tried to start over. But by deleting both schemes,
all time out options are grayed out, and the system won't
let me create a new scheme. Must I reinstall Windows XP?
 
I noticed in other posts that on kellys-korner I should
run line 204, right column. But how do I run this file
for updating the registry after downloading?
