No permission to install Excell

I attempted to install office 2003 over my existing
office 2000. It was working fine until I got an error
message that I did not have permission to the
Hkey_Current_User folder for Excel. Previously when
trying to install Omnipage Pro I got a similar message.
I, and a computer professionl, have checke the registry
and I show permisssion for everything. Both programs
installed without a problem on my laptop. (Both machines
are P4s with Win XP Home).

Perhaps related, Office 2000 applications force me to
accept the EULA everytime I start them. I reinstalled and
it didn't help.
