EXCEL: Permission to wrkbk restrict:Inform. Rights Manag. config p

Dear Microsoft et al.,

When I attempt to open my EXCEL files with password protection on them I
receive the following message:

Permission to this workbook is currently restricted. Microsoft Office must
connect to https://licensing.drm.microsoft.com/licensing to verify your
credentials and download your permission.

When I click on the OK button I see the initiation of a new box indicating
and trying to download the permission, but this quickly closes and then I
receive the following message:

Your Information Rights Management configuration is invalid and needs to be
repaired. For more infomration, contact your system administrator.

I am the system administrator and now I need your help to repair this. All
of this happened after I removed The Norton Utilities, Antivirus and Internet
Security completely from my computer. Please help me ASAP... This is time
critical!

P.S. I am using MS Office 2003 EXCEL and have already tried to and installed
an EXCELff hotfix sent to me by Microsoft. The EXCELop file would not
install.

This is a user group, not a place for official MS support. On occasion an
MS employee will post here but on their own time.

Sorry I don't have an answer for you on your problem. An excel group would
be a better place for it, or calling MS tech support. Good luck.
