No OS CD provided with new Notebook purchase

The notebook I recently purchased does not have the XP Home Edition CD in the
box. I paid $700 plus for the computer and expected the CD to be included.
How can I resolve this issue and get the CD without having to pay again and
purchase it off the shelf ?

Usually there is a way to create Recovery CDs for computers that don't
include the media.
If it's not in the manual then you may have to contact the manufacturer for
instructions. (since it can be specific to each type of computer).
They do this to keep costs down.
BTW $700 buys you a very cheap computer which means very cheap everything.

This is one to discuss with the supplier. They are entitled to do this,
though I consider such suppliers to be cheap scum and personally refuse to
deal with them.
 
The seller/manufacturer is you source.
Many computers now come with restore partitions instead of CDs.
If that is the case and is unacceptable to you, return the laptop.
Be sure to make it clear why.
Also send a letter to the manufacturer.
Perhaps proof of lost sales will help turn around this bad trend.

Compaq, IBM, Toshiba, HP, Sony..... take your pick they all do that.

I agree this is a bad trend however it is caused by the consumer. Most want
the absolute cheapest they can get. You know the ones I'm referring to...
The ones that are willing to drive 20 miles to get the product $5 cheaper.
The consumers have to be educated that in most cases (if not all) what you
pay is what you get.
Most have learned this by being burned with other types of products.
The computer industry "specs" are deceiving or not completely understood by
the shopper.

Anyway this is off topic a bit but, you are correct a letter to the
manufacturers may help the trend.
