No options when opening template in Explorer

I have a word form that I open in Explorer to edit. I haven't had this
trouble in the past, but when I open it now and want to view the toolbar so I
can unlock it and make edits, most of my options are grayed out, including
being able to add the Forms toolbar.
 
Is the Tools | Unprotect Document menu command available? If not, try the
following: Save and close the file. Create a new document. Click Insert |
File, locate your protected document and click the Insert button.
