No option to Open XL file

When I click on a website link to an Excel file, I only get a File Download
window that gives me no option to Open the file. I can either Save it to my
computer or Cancel. The files opened just fine when I had Windows 98 and
Excel 2000, but now I have Excel 2003.

There's an entry and fix in the MS FAQ somewhere about the Open and Save
options not working CORRECTLY with Excel 2003, but I'm not even getting the
Open option.

If the Excel file is on a secure site, this may be the reason that "Open" is
missing:
