No NTFS rights in Win XP Pro

I am using Windows XP Pro on laptops connected to an NT
network through a wireless access point.

I am trying to set up rights to a folder on the hard drive
so that users can have complete access to the folder,
users being students.

When I right click the folder and ask for properties,
there is no Security tab and no availability of any tools
to control user rights.

Why is this and how do I correct it, if, indeed, it needs
correcting?

In explorer: tools, folder options, view tab, uncheck: use simple file
sharing.
The security tab will now show.

No joy. Everything else I have read states that this is
the solution, but it doesn't change anything on this
computer. I have set it and unset it as the admin on the
system and as a domain admin. No joy. I have rebooted
afterward, applied the changes, checked all other rights
and settings and nothing has helped. It seems there is a
ghost in the machine that I can't find.

Thanks for the reply, if you know of any other issues, let

You probably have Simple Sharing/Security switched on (ala XP Home).
You need to switch it off via the Explorer window, View menu then
Folder Options.
