NEVER a good idea!.
The owner of surftp.com may well be a completely honest person, never met
him/her so don't know. However, the fact I do not know them makes me ponder
about what he/she is going to do with the information I provide them when I
log into my FTP server? (lack of a privacy/usage policy does NOT inspire
confidence).
Dam ! and in works ! the first time in my life can see my own server
from outside, before i couldn't, because the modem don't allow it

I do not know first hand the service in question, but IMO web-based FTP
should not be less safe than the number of web-based e-mail clients out
there.
Of course, knowing what you're doing and having some idea of what could
happen if somebody stored and exploited your user credentials is always a
good idea.
