No longer able to create restore points, thanks to VISTA

Well, Vista once again knows what is best for me and my laptop. Somehow it
has decided to "change" my Group Policy and NOT let ME create a system
restore point. The "CREATE" radio box is shaded and it says "Group Policy
does not allow you to create a restore point" or something like that. WHEN
DID THIS HAPPEN? How is this supposed to HELP Vista be more secure and
reliable? This thing changes its own settings and there are FIVE user groups
on here now when I recall being the ONLY PERSON that has ever used this. I
feel like I am a BETA TESTER....when oh when do we get SP1?!?!? Anyone else
find that they are "no longer allowed" to use System Restore in any helpful
way? Did you figure out where to go and change a switch or a DWORD or did
anyone tell you WHY it happened? Can anyone tell ME why this suddenly
occured? Thank you.

Has the computer been connected to a company network domain?

The next suspicion is that some third party firewall or other
security software changed this setting. Do you have anything
labelled Norton or Symantec on the computer? Any other
security-related third-party software?
