No logon prompt if network cable pluged

Hello,
If I restart my PC and my network cable is unpluged it
will work perfectly, I have to login and then I plug my
network cable, otherwise it doesn't. What I have done so
far:

1- SP4 installed!
2- TCP/IP configurations are more than perfect!
3- system32/drivers/etc folder is healthy!

Please someone HELP!!!

Sorry let me come again, If the network cable pluged, and
I try to press Alt+Ctrl+Del it hangs to a blue (win-
backgroud screen) with the mouse pointer, and THAT'S IT. I
have to unplug the network cable and RESTART the PC
compltely in other words (flushes memory)! and then I
login and then I plug the network.
