No logon dialog box when boot up

I have repaired this Windows 2000 OS twice and I still get
no logon screen on boot up to windows. I get no error
reports, and I just see the desktop blue on the monitor.
The hard drive is not spinning and I cannot get to safe
mode. Please advise Thanks.
 
The no logon prompt is a default install of Windows 2000. You use Local Security to change that.

If you want to get the screen which allows Safe Mode you hit F12 keep hitting it prior to Windows starting.
 
I meant that the window freezes on boot up to the desktop
color...no dialog box and the Hardrive does not spin any
more. It freezes up completely, except the mouse works...

Yup I understood that. The F12 did you try that? That should get you into Safe Mode. The no logon at boot is a default of Windows 2000 Professional install. I should have been more exact there. I see now that wasn't really germane to your question. My apologies there. Get into Safe Mode as I suggested see if you can at least get into Safe Mode.
