No Local Security Policy

I notice that I have no securiy policies set! When I run
Local Security Settings and select User Rights Assignment,
it says "Windows cannot open the local policy database.
The database you are attempting to open does not exist.".

If I try to import a securiy policy from a template I
get "The system cannot find the file specified.
C:\WINNT\SECURITY\templates\<whatever template I have
chosed>."

I tried creating a new security database using the mmc
utility, but when I try to import a security policy I get
the same message: cannot find the file. I even tried
copying the security template to a local directory but
niether the Local Security Settings utility or the mmc
utility can see the file.

what could be wrong? Do I need to just upgrade Windows? I
am using Windows 2000 Professional v5.0 (build 2195 SP 2).

What file system? NTFS? FAT32?
If you have FAT32, you may need to convert it to NTFS.

Interesting question. I am using FAT32. This all came
about when I networked my desktop (W2k Prof, FAT32) with
my new laptop (W2k Prof, NTFS).

Is it a big deal converting to NTFS?
