No Local Security Policy Snap-In

I was trying to figure out how to by-pass the Windows login and tried
opening the Local Security Policy from Admin Tools. I got an error message
that the snap in could not be created.

1. Is this a problem?

2. If it is, how do I fix it?

To install an IP Security Policy Management snap-in XP Home:

1. Click Start, and then click Run.
2. In the Open box, type mmc, and then click OK.
3. On the File menu, click Add/Remove Snap-in.
4. Click Add, and then double-click IP Security Policy Management.
5. Follow the instructions on your screen.
