No listing in Enrollment Services

We are getting "No Certificate Templates Could Be Found" Error Message
When User Requests Certificate from CA Web Enrollment Pages when we
try to do a advanced certificate request using the web pages. I found
KB811418 that told me how to fix it but under Enrollment Services
nothing is listed. How can I recreate what needs to be their?
