no links allowed

A friend of mine is having problems with his IE. Whenever
he clicks on a link, it doesn't open the link. If it is a
mail server, it will open the "pop-up" but will not fill
the new window. The only way for him to view the link is
to copy the link and paste into the bar. Already have
attemped to allow pop-ups (on yahoo for ex.). Already
down loaded SP2 for XP. Any info would be great.
