No IPSec question,PLEASE!

Hello world!

What prohibiting IPSec actually means from user's standpoint? I'm talking
about XP and Dial up VPN
in a context of connections to his/her ISP...When L2TP is chosen...
Is there a preference for PPTP in above mentioned case or it would only
depend on a capabilities of a remote server at ISP?
