No Icons, Taskbar on Desktop

please help me, this problem has been going on for a bit, and ive no clue how
to fix it, my computer, *im on another family members* doesnt show the
desktop icons, or the taskbar, yet i can ctrl-alt-del. to get the taskmaster
and run anyprogram i can find with browse, excepting most start menu tools,
mainly control panel, D:, i cant interact with the desktop at ALL!, please
help me, i have trouble finding the boot from disk repair, what i mean is,
that i can get to it, but i cannot find the screen it tells me about with the
boot from disk, also i have tried the easy fix or whatever, just typing
explorer.exe and taskbar comes up, well it does for a micro second then goes
away, this happens with any program that brings it up, i have no clue, i am
so confused, please help me.

Also, when i look at the processes tab (or whatever its called) it shows
everything is inactive, yet system idleness is att 99, does that mean
something, or what?

"Idle" means nothing is happening. If you can't get to the Internet to
download Kelly's fix, then either get what you need from a friend with
Internet access and burn the file to cd-r or put it on a usb
thumbdrive. Another reason for the symptoms you are seeing is
virus/malware infection. I'll give you malware removal steps, but
unless you can get the tools/updates from the Internet, you're out of
luck.

It might be best for you to take the machine to a professional computer
repair shop (not your local version of BigStoreUSA).

Yes, it means you're using only 1% of what's available. "System Idle
Process" is not any problem at all. That's just the name for what the system
is doing when it's not doing anything. It's there to make the total add up
to 100%

I think the "explorer" services is inactive.
This might help:
press Del-Alt-CTRL to get the taskmanager. Check if you have "explorer" in
the processes tab. if not, choose file, Run. Type "Explorer" in the run
screen.
This might solve the problem one time, But you will need to do this
everytime you restart windows. Well, at least you will get a chance to check
the computer for the real problem.
