no icons or taskbar after logging in

Hello. I am running XP pro with sp2. I have two accounts, one admin and one
regular user, on my computer. If I log in with the regular account, I'll call
that user 1, everything is normal. I then log off and log in with the admin
account, I'll call that user 2, I get the desktop background image and mouse
pointer but nothing else. Pointer moves but I cannot do anything. Cannot
ctl-alt-del, cannot use the windows key, cannot right click... nothing works.
My only option is to restart the computer using the reset button. If I log in
to user 2 straight from reboot, it loads normally. I can even log off user 2
and go back to user 1 and everything works. I can also log in with user 1,
log off, then log back in to user 1 and it still works. It only fails if I
log into user 1 first and then back to user 2. I did install UPHClean as I
was getting notifications in my event viewer that a profile was failing to
close but that has not fixed this problem. It sounds to me like the problem
has to do with user 1 and not the one that fails to load. What log off
problem could possibly cause a log in problem in another user? Any ideas?
Thanks! This is not an urgent problem as I can switch users by rebooting
instead of logging off but is kind of a pain.

My only recommend is that you delete your guest account and start over again.
