This is probably not the best path but if you copy:
hypertrm.exe, hypertrm.chm, hypertrm.hlp, and hypertrm.dll from a working XP
machine and put them in the same location in Vista it will work. You won't
get the pretty icons but it is functional
put the .exe in c:\program files\windows nt\
put the .chm and .hlp files in c:\windows\help\
put the .dll file in c:\windows\system32\
