No Group policy?

I am running Windows 2000 server, and for some reason when
I go into Active Directory Users and Computers, and for
example, goto Builtin, then Administrators, and right
click and goto properities, there is no Group Policy tab.
Why is this, do I not have a certain thing installed?? ANY
HELP IS APPRICATED!!! PLEASE HELP!!!!!
 
Group policies can be added to organizational units, not groups or
containers.
