no format in computer management

XP help says to right click on drive in computer management and select
format but I do not get that option only properties. are there any other
options for formating a second hard drive?
 
Not in Computer Management but under the Disk Management section.

In Control Panel - Admin Tools - Computer Management, select Disk
Management and look lower right for the graphic of the drive. - not
obvious. There right click in an existing partition to format, or if it
is not yet partitioned, r-click in Unallocated space and start by
Creating a partition
