no executable files work in XP Pro

Updated via MS update to the nwest update tools, rebooted and now I can not
execute any file. Every time I try it comes up with:

windows can not open this file xxx.exe and than gives me the option to
select from a list or check the web.

exe files is not the only executables that I can not run......msi, dll's,
cant merge a regedit fix, cant open programs in control panel, gives me can
not open rundll32.exe etc.

Anyone seen this issue before?

I can not run .com files either....start run, command.com
gives me he same error message as before

System restore did not work, tried it on a date 2 weeks ago and 1months ago.
I also checked your first tip since I could run regedit from safe mode with
command prompt and the reg key was correct.
