no DVD codec in Vista?

I can play DVDs using Media Center with no third-party software
so I must assume Vista RTM DOES have a DVD codec.

I concur.

I've played DVDs with Vista just fine.
 
It depends on which Edition you are running. I can't remember off-hand, but
check the Vista features page at Microsoft...

I believe the Windows Vista Product Guide also specifies.
