Friendly but frustrated

We get this over and over, and it will NOT shut down.
does anyone know a fix for this? Thank you,

No Disk in Drive" Message During Windows XP Setup
 
"Windows XP Setup" Is this not the phraseology for
installing an os? Are you attempting to install Windows
when you get this message? Would you not need a cd in
the drive in order to make the installation? Or did you
mean to say "when Windows XP is loading"?
