no desktop after security changes

During some modification of registry security I probably did a mistake and
now all user don't see any desktop (only blue window) uunless they are member
of the administrator group.
I can still start tasks via taskmanager.
Is there a default security setting or something like a reset to "normal"?

Take a look at the following registry keys:

User Key:

NoDesktop

Value:
------

1 = Hide Icons
0 = Show Icons
