No Create/Add Contact or Contact Group?

I can not find Create/Add Contact or Contact Group?

Tried to find it in Customize Tool Bar option but not a choice.

Right clicking e-mail address does not provide an option to add.

HELP.

Open Contacts. Right click in an empty area of the Contacts window. Select
Properties. Customize tab. Select Contacts from the "Use this folder..." drop
down list. Check the box below the drop down list. Press Apply. Press OK.
