No Connection - Remote Access Connection Manager doesn't start...

I reinstalled windows xp, after it's finished all the connection gone! i
tried to create a new dialup connection but i can't
i noticed that a service called "Remote Access Connection Manager" (that
create connections) is not started, i tried to start it but this error
occured :
Access Denied
any idea?
