No Attachments when sent to outlook express user's

I have some people that are useing outlookexpress for their e-mail and when i
send them an e-mail with attachments they receive the e-mail but no
attachments.

I am useing outlook 2003 and have to send the same e-mails to my older
version of outlook on my home pc then forward on to them so they can recive
the attachments.
What might be the problem on my end that could be the fix?
 
Check your default format. It's likely set to Rich Text (which is the
default) in Outlook 2003. Change it to HTML or plain text.
