no attachment to certain recipients

Hi,
I have a user who sent an attachment to 500 users (different emails) in BCC.
About 20 of them are missing the attachment. Another user in the same office
didn't experience this issue.
Sometimes, he experience the issue when he sent an attachment to 30 emails.
We use Windows 2003/Exchange 2003 (SMTP)/Oulook 2003 Pro SP2.

Have you any idea which causes this issue?

In what message format are you sending these e-mails? In case of Rich Text
try it with Plain Text or HTML instead.

Because he/she didn't use Rich Text?
