no "all programs" in start menu

I don't have the "all programs" button in start menu. Also, where the frequently used programs are, instead of "remove from list" option, it has "remove". One other thing that I have found is that I can't get into help. When I click on it, it does nothing. I have tried sfc /scannow, but it didn't help. I restored to an earlier date, and still the same problem. Even did virus scan to no avail. I can get into programs only by searching for them. I can access them that way. If anybody has a solution, it would really be appreciated
