No access to the Address Bar in Internet Properties/Internet Options to change Home/Web Page!!

I've got no access nomore to th
Address Bar to change the Home page in Internet Options/Internet Properties!
This is only happening under my own (User Account) !
When my Bro switch to his own (User Account) ,, He can have access to the Address Bar and he could change his own home page
But, I can't. The address bar,, The use current ,, The use Default, and, The Use Blank Tabs in my home pag
(under Internet Properties/Internet Options) are faded and I have no access to any one of those Tabs !
I wish I know what to look for in the Registry Under HKEY_USERS ,, HKEY_CURRENT_USER and/or HKEY_L
to compare and adjust them same as my Bro's
Please help

Is this a stand alone machine? Is your account an Administrator account?
If not, someone with an Administrator account may have turned the option off
for you via policy.

Are you using Spybot S&D? If so, uncheck the option "Lock IE start page......" option in the Immunize section.

If not, get the REG fix which removes all the restrictions in Internet Explorer:

You may have visited a web page that reset your home page, and then to
make sure you could never change it again, locked it.

It happens; read up on and get adware-spyware removers. Spybot s&d is
a good one; Lavasoft's AdAware is another. Both are free. Spybot has
a setting to unlock and lock that particular item you mentioned. Or
the policy editor, as someone else mentioned.

If you're feeling adventurous;

Open up your friend and mine, Regedit (Start>Run>regedit.exe)

Look for this key: (dive down through the hierarchy)

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Control Panel

In control panel, you will see in the right pane a d-word key called
"Homepage"; yours will probably be currently set to "1". double-click
on that key, and change the one to "0" ("zero", the numeral, not the
word). Close all instances of Internet Explorer; now open another
one, and to to Internet Options; you now have your homepage option
back until the next time it is hijacked by some freaking scumbag on
the web.
