No access to '.exe' files

Every so often a file I download is a self expander
(____.exe). When I double click these to expand them, my
computer does nothing. When I try again, eventually a
message pops up notifying me that "you do not have access
to this file". I can't understand what's going on; I'm
the administrator... if I don't have access to that file,
who does? Running XP.

Any help is appreciated

See if this helps/applies:

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

If it is a Setup.Exe:

1. Browse to the appropriate Setup.exe or Install.exe program
2. Right click on the setup program and select "Run As..."
3. Uncheck the box that says protect my computer and data from unauthorized
program activity.

Note: Doing this alters the default protection only for this
operation/setup program... it does NOT disable it permanently.
