No access to control pannel or "Run"

All.

I have a XP SP2 machine that has no icon anywere to accerss the
control pannel, or thr "Run" option. This machine has no iogin ID's
and uses Broadband to connect to the net. I have had it for two years
and I suppose it has always been like this.

Any ideas on how to access the control pannel, and or the Run box?

Right-click start, properties, Start Menu tab, Customize button, Advanced tab, check
the boxes you prefer.
